U.S. Immigration authorities arrested Randy Pierre-Louis, identified as a citizen of the Dominican Republic and a lawful permanent resident, over alleged irregularities linked to voter registration in New York, according to U.S. Immigration and Customs Enforcement (ICE).
The agency said Pierre-Louis was charged on October 23 with making false statements related to voter registration and visa fraud. The investigation was handled by Homeland Security Investigations (HSI) New York. After his arrest, he was taken to the U.S. District Court for the Southern District of New York for his initial appearance, and ICE filed a detainer request against him.
According to information released by the agency, Pierre-Louis entered the United States in July 1990, was convicted of robbery in 1994, and was charged with weapons possession in 2012.
Micah Bock, Deputy Director of Public Affairs at ICE, said in reference to the case: "Election security is national security." He argued that the votes of U.S. Citizens should not be affected by the illegal participation of foreigners in elections, and reiterated that the agency will continue investigating alleged attempts to illegally interfere in electoral processes.
The arrest comes weeks after the case of Lizabeth Almonte Rosa, a 24-year-old Dominican woman living in West New York, New Jersey, charged with voting in federal elections before she was a U.S. Citizen. According to the U.S. Attorney's Office for New Jersey, Almonte Rosa entered the country with an IR-2 visa and registered to vote in December 2021; authorities allege she took part in the June 2022 primaries and the November 2022 general elections. The complaint also states that when she later applied for naturalization, she denied having registered to vote. Almonte Rosa was arrested and first appeared before a federal court in Newark on October 7, 2026.
Why it matters
The case reinforces federal scrutiny of immigrant voter registration in the United States, which can affect Dominicans with green cards or pending immigration cases.
